摘要
本文从理论和实践相结合的角度对建立政府绩效管理制度进行探讨,认为构建政府绩效管理制度框架要适应我国的基本国情、基本的政治制度、组织制度以及行政管理的基本规律;应当遵循科学性、系统性、先进性、合法性、实践性的要求,形成绩效目标、责任体系、运行机制、绩效评估、绩效提升等要素组成的基本框架。同时,应坚持科学理念、统筹协调、理论引导、典型示范、与时俱进,扎实推进政府绩效管理制度的有效实施。
The article will discuss the establishment of government performance management system from the point of view of theory and practice by considering China's national condition, political system, organizational system and regular pattern of administration. It will form the framework of performance management system, which consists of such elements as performance target, responsibility system, operating mechanism, performance measurement, performance improvement and so on, in terms of requirements of scientifieity, systematism, progressiveness, legitimacy and practicalness. It will also focus on scientific notion, overall consideration, theoretical instruction, typical demonstration, and how to carry forward the performance management system effectively in our times.
