作为民主行政理论的开拓者,文森特.奥斯特罗姆突破了政治/行政二分,以"真正意义上的人民主权"、公民的平等与自由等为价值诉求,模拟多中心体制形塑了美国联邦制与公共服务产业的制度安排,以培养公民精神和多组织安排的协调模式等为技术(操作)层面的支撑,实现了民主行政的完整建构。但在现实中,民主行政在价值、制度与技术(操作)层面仍然存在着一定的困境和限度。

Vincent Ostrom , as an pioneer of Democratic Administration Theory, formulates his theory in three dimensions - values, institutions and techniques. Based on the dichotomy of politics/administration the values include the people＇s sovereignty and people＇s equality and freedom. Based on the polycentric system the institutions are shaped as American federalism and public service industry. And the techniques include cultivating citizens＇s spirit, coordinating models of multi - organizations, etc. However, in reality there are difficulties and limitations in his theory of values, institutions and techniques of Democratic Administration.
