摘要
中国的"官民比"是一个社会焦点问题,官员"越少越好"的呼声一直很高。其实,问题的关键在于,在一个国家,作为测度政府规模最为直观的指标,公务员占人口的比例多少为宜,是越少越好,还是客观上存在着一个理想规模,也即是否可以提供一个确定政府人员编制的底线标准。研究表明,一个国家公务员占总人口的比例,虽然不存在着一条"最佳线",但一般不宜低于1%。中国目前公务员占总人口的比例一直维持在接近1%的水平上,基本符合公务员规模配置的一般规律。本文认为,中国的主要问题并不是公务员的总量,而是其内部存在着的某些结构性和功能性难题。
"Guan Min Bi" (the proportion of civil servants in population) is a concerned social issue in contemporary China, most peopie hold that the number of civil servants should be reduced. Actually, as a direct crux of the size of government, there ought to be an ideal proportion for " Guan Min Bi" , namely, a certain bottom line of government personnel size. The re-search shows that "Guan Min Bi" of a country is not less than 1% in common circumstances. And, China has remained nearly at 1% up to now coinciding with the general rule. The key perplexity of "Guan Min Bi" for China is not the total amount of the civil servants, but some structural and functional diffiiculties inside.
