摘要
职业吸引力是公共人事制度设计的一个基本定位点,对公务员制度的设计与管理实践具有重大影响。本文通过在公务员中进行调研的方式,剖析了公务员职业吸引力的现状与构成、社会上考公务员热的成因以及公务员关心的福利等问题,发现当前公务员的职业吸引力已经非常强大,吸引力主要来自公务员的职业稳定性、良好的福利待遇以及公务员工作带来的其他潜在机会。同时发现,公务员职业的吸引力构成结构会随着政府府级和选择模式变化而变化,因此,当前公务员管理的重心应从公务员队伍建设转移到公务员队伍管理上。
The occupational attraction is the basic point of public personnel system designing. It plays an important role in the design and management of the civil servant system. By the way of investigating and surveying among the public servants, this paper analyzes the current situation and stuctures of the occupational attraction of civil servant, the causes for civil servant rush in the society and what kind of welfare civil servant cares about, etc. It reflects that nowadays, the occupational attraction of civil servant becomes very strong, and this attraction comes from the professional stability, good welfare and other potential opportunities that the profession of public servant brings. And meanwhile, it finds out that the occupational attraction structure of public servant will vary with the changes of governmental levels and selecting patterns. Finally, this paper points out that the present managing focus should be shifted from public servant building to its management.
