摘要
弹性政策是美国公务员制度走出僵化困境的重要改革举措之一,它包括公务员弹性雇佣政策、弹性工作安排、灵活的职位分类以及弹性薪酬政策。研究美国公务员的弹性政策对我国公务员制度的发展与完善有重要启示。本文在介绍美国公务员弹性政策的理论依据和实践经验的基础上提出了对我国公务员制度的几点建议。
The elastic policy of civil service in USA is called human resource elasticity and authorization. Except the unitary personnel systems, the federal government authorizes sorts of departments, and gives them more space to carry out flexible personnel management. The elastic policies are one of important reform measures of American civil service system to break down the rigid difficult position. It includes the elastic employment policy, elastic job arrangement, flexible position classification and elastic salary policy. Based on the introduction of its theory and practice, this paper gives some suggestion to our personnel management.
