A Causal Study on the Development of Technical Norms Union in Industrial Clusters

技术标准联盟是产业集群发展到一定阶段的必然产物,是产业集聚的高级形式。产业集群与技术标准联盟实质上都是中间体组织,二者既有本质区别又有密切联系。产业集群产生技术标准联盟的动因主要包括四方面:在产业集群内外建立最佳的竞争秩序;共享企业间资源,分散技术研发与标准运作风险;争夺标准主导地位,打造事实标准;利用网络效应获取竞争优势。

A technical norms union is the necessary result at some industrial clustering stage and is an advanced form of indusu＇ial clustering. Industrial dusters and technical norms union are intermediate in nature, essentially different but dosely related. There are four causes for industrial dusters creating technical norms union： establish optimal competitive order both within and without industrial dusters ; share resource among enterprises and disperse risks for technical development and standard operation; contend for standard leading role and make actual norms; utilize network effect to gain competitive advantage.
