Vulnerability Game and Institutional Building for East Asian Economic Cooperation

在没有霸权国存在的国际体系中,国际制度作为国际公共产品,其创建必然会经历脆弱性博弈的过程。国际行为体的脆弱性分为绝对脆弱性和相对脆弱性。在脆弱性博弈中,行为体的绝对脆弱性决定着国际制度创建前博弈持续的时间,相对脆弱性影响着国际制度的设计。东亚国际体系由于没有霸权国,其经济合作制度的创建必须经历脆弱性博弈的过程。

Being international club goods,the establishment of international institutions must go through the venerability game process in an international system without a hegemonic state. The vulnerability of international agents falls into absolute vulnerability and relative vulnerability. The absolute vulnerability determines the lasting time before the establishment of international institutions while the relative vulnerability influences the design of international institution in the vulnerability game. Given the absence of the hegemonic state in East Asian system,the institutional building for East Asian economic cooperation must go through the vulnerability game process.
