"纲"的转移的核心问题就是党和国家的工作重点转移问题,但同时还包括"转移"的政治基础和实现"转移"的具体路径问题。1978年前后的这次"纲"的转移,从思想认识层面上看,经历了从具体工作路线的"转移"到基本路线"转移"的认识过程。十一届三中全会后,在正确思想路线指导下,"纲"的转移从实践探索层面上看,初步解决了"纲"的转移的政治基础和实现"转移"的具体路径问题,使得这次"纲"的转移,得以坚定稳步地推进下去,并最终完成。

In the light of people＇ s minds the shift of the top guiding principle around 1978 experienced a process from the shift of the line of specific work to the shift of basic lines. Around the Third Plenary Session of the Eleventh Central Committee of the CPC, the practical explorations in this regard under the guidance of correct ideological line basically solved the questions concerning the political foundation of the shift and the concrete path for realizing the shift, thus making it possible for the shift of the top guiding principle to proceed firmly and steadily and bring it to the final completion.
