关于低碳经济与民爆行业发展的思考

THINKING ON THE DEVELOPMENT OF LOW CARBON ECONOMY AND CIVIL BLASTING INDUSTRY

结合我国资源、能源、环保等有关可持续发展的国策,叙述了低碳经济的概念、由来,及其在人类应对当前面临的能源紧缺、气候变暖等问题所具有的重要性。低碳经济已被认为是可持续发展的必由之路,我国政府高度重视发展低碳经济,并制订了相关政策。本文通过介绍美国等西方发达国家民爆器材生产和使用方面所具有的八个特点,并结合我国民爆行业现状,重点论述了我国民爆器材行业推行节能减排的低碳经济大有潜力,在工业炸药、工业雷管、索类起(传)爆器材、辅助器具等诸方面与发达国家所存在的差距与借鉴,并就此提出了八点建议,供有关部门领导和同行参考。

The paper, regarding our country＇s policies of natural resources, energy resources and environment protection on sustainable development, discussed the concept and its origination of low carbon economy and importance to the problems such as energy shortage and global warming which were faced by human being. Low carbon economy has been considered as the only way to sustainable development. The government now has highly recognized the importance of the development of low carbon economy by establishing corresponding policies. The present paper, by introducing the eight features of USA and other western developed countries in their productions and applications of civil blasting materials, and combining our country＇s status in this field and the existing gap between our country and the Westerns in production and application of industrial explosives and detonators, fuse propagating or igniting materials and assisting tools, discussed in detail the great potential in carrying out energy saving and discharge reduction. Eight pieces of suggestions were proposed in hope to be helpful to the corresponding administrative department and our fellow colleagues.
