摘要
建立水利水电工程移民利益导向机制是构建和谐社会和促进社会和谐型工程建设的基本需要之一。水利水电工程移民利益导向机制本质上是通过利益的识别和有效供给,达到促进移民搬迁、安置和发展的一种诱导机制。它主要有补偿、扶持、奖励、优惠、改善安置区设施条件和提高安置区社会融合水平等表现形式。利益导向实施机构要能够识别移民具体利益需求,科学供给,以促进开发性移民目标的实现。
To construct the Hydropower Project Resetfler＇s benefits mechanism is one of the basic needs of Harmonious society construction and Social harmony-based project construction. The nature of the Hydropower Project Resettler＇s benefits mecha- nism is an induced mechanism. By benefit needs identification and supply, It can promote the resetflers＇ relocation and devel- opment. The main contents of benefits mechanism are compensation, aid, award, favor, improving the infrastructure facility of resettlement area and encouraging the Social integration. The Implementing agency should identify the benefits exhaustive, supply benefits correctly, so as to make the aim of the development resettlement policy come true.
