西部县际区域即便经济文化资源丰富,但中国的"行政区经济"使县际区域形成特殊的边缘经济现象,主要存在交通、市场、教育等制约因素。因此泛区域协同发展在此类地区有极强地必要性,政府决策协调机制和泛区域公共财政的建立以及公益性项目的建设和经济增长的培育是西部县际区域和谐发展的关键。

Though there are abundant resources of culture and economy in counties , a special economy has been a dominant phenomenon in these areas under Chinese administrative system , which is checked by communication , market , education. Pan-regional association and development are needed in these areas. Government policy , and establishment of pan-regional finance, public welfare project have become key points for these counties to develop harmoniously.
