摘要
从中国传统官员选任制度到西方现代文官制度的建立,虽然其形成、存在的社会基础和历史境遇不同,但都以选拔优秀人才委以官职为目标,并探索制定了一系列公开考试、择优录取的原则,以及绩效考核、任职回避、见习、惩戒等制度,以保证官员选任制度的严肃公正,为我们提供了可资借鉴的宝贵经验和历史教训。
The official selection system from traditional Chinese system to the establishment of modern selection system,aims at selecting the talents as the officials although the social foundation and historical background of its formation and existence are different.This paper discussed the principles of selection,performance appraisal,being on probation,disciplinary measures,and etc.,which guarantee the equality of the selection.
