This paper, by using of cost analysis method of new institutional economics, discusses the evolution of human social systems so as to acquire deep understanding of the evolution of social systems and the selection of social organization forms. This paper believes that the attention paid to cost and cost control is one of the endogenous needs in the evolution of humankind social systems, and also the vital effect factors in the system evolution and social organization selection. The development of the forms of social system is essentially a choice process which includes many considerations of cost. It chooses cost, and also be chosen by cost.
