试论农村基层党员干部能力建设——以新余市为例

On the capability development of grassroots Party members and leaders in the countryside

针对农村基层党员干部与新形势新要求不相适应的状况,结合新余实际,依据领导能力理论,从团队建设、教育培训等方面提出了增强农村基层党组织成员执行政策、凝聚民心、依法办事、加快发展、解决问题、发展先进文化等六项能力的对策。

According to the status quo where grassroots Party members and leaders in the countryside are not suitable for the new re- quirement of the new situation, based on the reality of Xinyu, this paper puts forward countermeasures for the capability development of grassroots Party members and leaders in the countryside from the aspects of group building and education and training, that is, impro- ving their capability for performing policies, concentrating people~ will, doing work according to laws, quickening the development, sol- ving problems and developing advanced culture.
