本文论述了海洋高技术的特点和高技术的相对性，概述了国家８６３计划海洋高技术的主要内容及２１世纪初我国的海洋高技术。
The paper discusses the characteristics of marine high technology and the relativity of high technology,and summarizes the main substance of marine high technology in the national 863 project and the marine high technology in China at the beginning of the 21st century.
