"农村寄宿制学校建设工程"是国家为实现"两基"目标,解决西部农村地区普及义务教育的"瓶颈"问题,中央和省级人民政府共同组织实施的一项重要教育举措。但是,在政策执行的过程中出现了一些不容忽视的矛盾和问题,这些矛盾和问题如得不到有效解决,将严重影响学校的办学质量和学生的身心健康,阻碍农村寄宿制学校的发展。根据相关资料,分析当前农村寄宿制学校在建设和发展过程中存在的实际问题和面临的困难,并提出相关政策性的建议。

＂ Rural Boarding School Construction Project＂ is an important educational measure jointly taken by the central and provincial governments to realize the goal of ＂two basics＂ and to deal with the ＂bottleneck＂ problem in making compulsory education universal in rural areas of westerr： region. But in the process of carrying out the policy, there appear some contradictions and problems which should not be neglected. Such contradictions and problems, if not effectively solved, will impair the school education and students physical and mental health, and hinder the development of rural hoarding schools. An analysis of problems existing in the process of establishment and development of rural boarding schools is made in accordance with relevant data and some suggestions about policy - making are offered.
