陕西产业结构演进的就业效应研究

Employment Effect on Industrial Structure Evolution in Shaanxi Province

改革开放以来,陕西经济的快速增长并没有带来相应就业规模的迅速扩张。相反,经济增长的就业拉动作用却在不断减弱,单纯依靠经济总量的扩张性增长来解决就业问题的传统观点正不断面临着新的挑战。为了找出经济增长的就业效应不断衰减的原因,文章从产业结构的演变入手,通过考察产业结构与相应就业结构之间的动态关系发现,第二产业内部结构变化与第三产业发展相对滞后是造成就业规模难以伴随经济高增长而不断扩大的症结所在,并据此提出了一条经济增长与扩大就业相协调的产业结构调整路径。

The fast growing of the economy in Shaanxi province hasn＇t correspondingly brought a rapid employment expansion, Therefore, the traditional method to solve the employment problem is confronted more and more new challenges for finding out the reason of the continually weakening effect on the employment from the economic growth, this thesis starts with the evolvement of industrial structure and attempts to reveal the influ- ence of employment, via researching the industrial structure and the cx^rresponding relations between the indus- trial structures. The results shows the change of internal structure in the second industry and the relative lag of development level of the third industry are the main reasons. Based on the results the paper also provides a way to adjust industrial structure.
