摘要
随着农村剩余劳动力大规模流向城镇,出现了数以亿计的实现了就业转移、却难以实现居住转移的农民工群体。农村剩余劳动力只流动不迁移模式的出现有其合理性,但随着经济社会的发展,该模式妨碍农业的可持续发展,不利于经济、社会管理的规范以及和谐社会的构建,制约了企业长远发展乃至影响了中国的工业化进程。同时这种模式也面临新的挑战。问题的解决不可能一蹴而就,对策将具有分类性和渐进性特点。中小城镇是实现农村剩余劳动力迁移的现实选择;加快东西部地区之间产业转移步伐,以缓解东部地区的人口压力;同时在城市公共服务、土地流转等方面完善制度建设,为实现农村劳动力迁移创造条件。
Increasingly more surplus population of rural areas has moved to urban areas in China. They find their jobs in cities,but they are not real citizens in urban areas. This model of transferring rural labor has its certain surroundings,but with economic and social development,the model is not suitable for sustainable development of agriculture,and is not helpful for the standardization of social management,the building of harmonious society and the industrialization process. The solution to the problem should be in agreement with China's reality and should be that small and medium-sized cities and towns are practical choice for rural labor to realize their transfer both in employment and in social status.
