On the Legal Issues of the Illegal Publications

非法出版物的形式认定标准是国家对出版业实施行政保护的产物,直接导致诸多出版乱象。本文建议在出版业改革的背景下,国家应放开对出版物的形式限制,同时切实作好内容监管,使出版业在开放、有序的市场中竞争发展。

This article holds that the standard of the illegal publications was the consequence of the protection to the publishing industry, which directly led to a number of chaos of the publications. Under the circumstance of the publishing reform, the authors propose to loosen the restrictions on the permission of illegal publication, at the same time we must effectively scrutinize the content of the publications. It will advance the development of publishing industry in an open and orderly market.
