摘要
病人要求质量,职工要求福利,但政府投入有限,使医院处于窘迫状态。在党的十五大之后,医院改革要有新的突破:需要以病人为中心,在质量上有一个突破;需要树立市场营销观念,在成本管理上有一个突破;需要以区域规划为依据,在资产经营上有一个突破;需要以学习借鉴为捷径,在科学管理上有一个突破。
To adapt quickly to health services' environmental changes featured by patients' rising consciousness and requirements on better quality, high efficiency and low cost, and by the advent of government reimbursement variation in the process of reforms, hospital services have to be creatively restructured on the basis of rational, dynamic but not fixed self-assessment of financial, physical, human and academic resources; make the technological progress factor rise from the present level to higher future levels in medical productivity increase, while devoting continuous efforts to tap the advantages and potentials of presently available resources; provide scientific directions and references for the research and appraisal of various less than ideal but most likely alternative resources for clinical practice; in line with each localitys actual conditions, introduce suitable professional and managerial expertises, projects and technologies in a planned way, to achieve more rapid and effective breakthroughs in aspects of importance and urgency.
