水资源与社会经济生态环境协调发展评价研究

An Evaluation of the Coordinated Development of Water Resources,Social Economy and Eco-environment

基于生态水文学及可持续发展原理、水资源与社会经济及生态环境关系机理,以余姚市作为案例研究,初步确定了水资源与社会经济生态环境协调发展评价的37个指标,分别反映水资源状况、水资源开发利用程度、缺水与需水、经济水平和环境状况5大特性。针对余姚的实际资料,利用灰色关联方法对初步所得的指标体系进行了筛选,最终确定14个指标作为评价指标,并通过专家咨询法进行权重赋值。在此基础上,运用"和谐度"概念作为评价思路,建立了和谐度评价数学模型,将评价结果分为较和谐、一般、不和谐和极不和谐4个等级。研究结果表明,余姚市水资源与社会经济生态环境协调程度处于较高水平。

Based on the theories of hydrology and ecology and sustainable development, the mechanism of relations with water resources, social economy and eco-environment, 37 indexes are establish to reflect the present situation of water resources, development and utilization water resources, shortage of water and demand of water, economy and eco-environment characteristics of the coordinated development. Based on the data of Yuyao, the gray association method is used to screen the index system, and 14 indexes are selected as final assessment indexes, and advisory expert method is used to determine the weight of 14 assessment indexes. Then the evaluation method of using harmonious concept of harmonious degree as thinking of assessment is established. The assessment results can be divided into four levels,, superior, medium, inferior and lowest. The research results show that the coordinated development of water resources, social economy and eeo-environment in Yuyao is promising.
