正在进行的珠三角产业转型,企业面临较大压力,地方政府也在不断为转型企业提供帮助。政府主导的追赶型产业政策尽管目标正确,但降低了资源配置效率。一国经济的根本原则应是比较优势,因为企业的自生能力得到了重视,企业的自生能力是转型成功的根本,政府职能应向监管型政府转变。分析珠三角外在环境与内在机制约束,发现珠三角所处的东亚生产网络缺乏最终消费市场;基于跨国公司主导的国际分工格局中,珠三角处于自然资源优势阶段;基于劳动力优势出口模式制约了技术进步,珠三角产业转型的实现途径是市场制度化和生产性服务业。

In the process of the ongoing industries transformation of the Pearl River Delta （ PRD）, enterprises are facing greater pressure; the local government has been providing help for the transition. The policy reduces the efficiency of resource allocation even though the correct target, which was led by government in order to catch up with developed country＇s economy principle should be the fundamental of comparative advantage, because the viability of enterprises has been attention. The capacity of self- enterprise success is the fundamental, and the government functions should be transformed to regulation. According to the analysis of the PRD external environment and internal constraints, it is found the end - consumer market is lack in the East Asian production networks where the PRD is belong to. In the pattern of international division dominated by transnational corporations, the phase of the PRD is natural resources advantages phase; the export model based on the labor constraints technical progress, and the realization of the PRD＇s industrial transformation should be the institutionalization of the market and producer services.
