基层商会(工商联)转型问题研究——基于对上海某基层商会的案例分析

总体而言,我国商会转型正处于对政府部分职能的渐进替代和对企业需求的部分满足的过程中,其与政府、企业之间的关系尚处于一种不成熟、不稳定的发展形态.分析商会与政府、企业间的互动关系,了解商会转型的基本特征和变动规律,是提供制度安排的有效途径。本文以上海市某基层区级工商联为研究对象,通过对该商会"异地工业园区"项目的案例分析,探讨基层商会转型中的资源基础、制度优势、转型机制、转型动力和制度局限等一系列相关问题,以推动体制内基层商会转型。

Overall, China Chamber of Commerce is in the transitional process with gradually substitution on Government＇s functions and partly demand on enterprises meets, Its relationship with government and business is still in a immature, unstable situation. Analysis of Chamber of Commerce and the Government, business interaction, understand the basic characteristics and change routing of Chamber of Commerce＇s transition is the effective way to provide Institutional arrangements. In this paper, we provide a grass -roots district Shanghai Industry and Commerce as a research object, through the ＂ex situ Industrial Park＂ project case studies, exploring a series of related issue on Chamber of Commerce~ transition on grass -roots level, such as the resource base in transition, institutional strengths, transition mechanisms, transition dynamics and system limitations of these organizations, to promote the Chamber of Commerce system in transition.
