加强民办高校党建工作的思考

On Strengthening the Work of Party Building in Private Colleges and Universities

民办高校作为我国高等教育领域中一支新生力量在不断发展壮大。民办高校的党建工作仍然存在许多不可忽视的问题。董事会领导下的校长负责制与党管干部的原则存在矛盾,党组织作用职责不明确;管理体制尚未理顺,组织建设不到位;党组织机构设置不合理,党务干部队伍建设亟待加强;缺乏必要的条件保障,组织活动欠规范;教师党员队伍不稳定,党员队伍管理难度较大;上级党组织对民办高校党组织建设关心、支持、指导、交流不够。民办高校党建工作之所以会出现以上问题,其主要原因一是认识问题,二是体制问题,三是政策问题,四是差异性问题。加强民办高校党建工作要充分发挥党组织参与决策及有效监督的作用,积极探索民办高校干部配备过程中党组织的适当参与方式,尽快制订加强民办高校党建工作的相关规章。

Private colleges and universities are developing rapidly and have become a new strength of China＇s higher education. However, many problems can not be ignored in the work of Party building in this sector. The main reasons for these problems include inadequate awareness, imperfect system, shortcomings of policies and system differences. The strengthening of the work of Party building calls for the Party＇s participation in decision-making and effective supervision. It is necessary to explore the means of the Party＇s participation in the arrangement of cadres and stipulate relevant regulations for strengthening the work of Party building in private colleges and universities.
