Chinese Macro-control Policy Orientation under the Condition of Capital Expansion

资本扩张型增长下,货币政策应在坚持适度宽松的原则下,战略性的运用利率手段促进经济结构调整,支持中小企业和个人创业,为平衡未来的通货膨胀压力积蓄力量。而财政政策则是在坚持"保增长、促调整"的基础上,采取推进、引导、保障、控制和转型五项原则实施财政政策的微调。

Under the conditions of capital expansion, monetary policy should be relaxed in upholding the principle of moderation. Monetary policy should use the interest rate instruments to promote economic structural adjustment, support for SMEs and individual entrepreneurship and balance the inflationary pressures to accumulate strength in the future. In adherence to the ＂maintaining growth, promoting adjustment＂, the fiscal policy should implement the finetuning by taking the five principles of promoting guiding, protecting, controlling and transformating.
