Framework Design of Reforming Village and Town Governments in the System of Province-directly-administrating-county

从公共权力及责任配置的视角出发的研究表明:乡镇政府行为失范以及多次改革均未到达预期政策效果的根源在其面临的权责配置失衡的制度困境。而"省直管县"体制的实施优化了乡镇政府行为选择的制度环境和约束条件,为乡镇体制改革突破历史困境赢得了机遇。因此,新时期乡镇政府改革政策框架设计的核心在于实现公共权力和责任配置的均衡,以保证其行政运转的效率和绩效。

The research in the perspective of public rights and obligation allocation shows that the behavior disorganization of village and town governments and many times＇ noneffective reforms are due to the system limitation ,of which the allocation of rights and obligation is unbalance.However, the system of province-directly-adminstratingcounty optimizes the enviromental and restricting conditions for the behavior of village and town government.Therefore,the core of reforming village and town governments lies in the balanced allocation of rights and oligation, which is the ensurance of their effective running and good performance.
