公共政策视野下旅游公共治理探析——关于危机管理的个案研究

On the Public Crisis Management through the Case of Tourism Public Policy

以桂林"七.二六"导游事件为例,从公共政策的角度探究旅游公共治理问题,强调把防范或化解公共危机、提高公共管理决策科学化水平作为旅游公共治理的基本目标,揭示了旅游公共治理中公共政策的目标、方式、效果及其评估之间的内在联系,从而对于改革目前旅游行政管理的公共治理模式、促进旅游公共管理决策体系的建立和完善将具有重要的理论指导和决策参考价值。

Taking Guilin ＂7· 26＂tour guide incident as a case,the issue of tourism public governance is discussed from the perspeetive of public policy. The basic goal of tourism public governance should be set to prevent or resolve public crises and to improve scientific decision-making levels of public administration. The inner link between the public policy goal ,the way,he effect and the appraisal,has been promulgated in the tourism public governance. Thus it will have important theory instruction and policy-making reference values to the pattern reform of public governance in tourism administration,to the establishment and the improvement of tourism public management decision-making system.
