扩大消费对克服全球金融危机的不利影响、保持我国经济持续、平稳快速增长意义重大。美国关于消费调控的实践经验对我国经济发展有借鉴意义。我国消费政策效果不理想的原因在于缺乏有效的消费政策体系,居民收入、政府收入、企业收入和经济增长之间的严重失衡,以及社会保障制度、消费环境的缺失等。扩大消费应借鉴美国消费调控的经验教训,依据我国的国情构建有效的消费政策体系。

The expansion of consumption is of great significance to overcome the adverse effects of the global finan- cial crisis and maintain the Chinese economy with sustained, steady and rapid growth. As the biggest market eco- nomic country of the world, American practical experiences of consumption regulation are meaningful to Chinese e- conomy development. That China^s consumption policy is not satisfied because of the lack of effective consumption policy system, the serious unbalance among resident earning ,government revenue, enterprise income and economy growth , as well as the short of social security system and consumption environment, et al. We should make use of the lessons of American consumption regulation to expand consumption and build effective consumption policy sys- tem according to our situation.
