The Joint Reform Mechanism of Medical Insurance,Public Medical Services and Medical Production-circulation Reform on the Basis of Gearing Mechanism

医保、医疗与医药联动(以下简称三医联动)的理论由来已久且已付诸实践,但多年来的改革并未取得预期的效果。针对三医联动改革中存在的问题,在此用齿轮传动的机械原理来论证联动改革的外部动力源、改革中的主要矛盾以及三医改革之间的啮合点,从而明确改革的方向,并找到改革的突破点和合适的路径。

Although the joint reform of medical insurance, public medical services, and medical production-circula- tion has been proposed and put into practice for many years, little satisfying effect is produced as expected. The arti- cle illustrates the external power to propel the progress of the joint reform, explains the core object among the three systems in reform and proposes the way to make the joint reform to go forward on the basis of the gearing mecha- nism. And conclusions are drawn concerning the direction, the break-through and the way of the joint reforms.
