The Situation of Restructing Academies and Chongqing Example

2000年以来,我国地方科研院所大量转制为科技型企业,实现了由事业单位向市场竞争主体的角色转变。重庆市转制科研院所经过几年来的发展取得了一定成效,但仍存在经营规模、经济总量小,科研开发能力、市场竞争力弱等问题。重庆市转制科研院所在定位于市场经济的大环境中,依靠科技优势,提高创新能力和研发水平的同时,应进一步强化意识,塑造主观条件;落实措施,营造客观条件。

Since 2000,a large number of local academies has become sci-technology enterprises,changed from insti- tutions to market subjuects. However,due to many reasons,these enterprises face so many problems in the develop- ing process,such as small operational scale, little economic gross, weakness in researching capability and competi- tion. The academies in Chongqing＇ should depend on technological advantages,enchance their innovational and re- searching ability, increase market consiousness, and try to put into effect.
