创新系统理论将技术创新与文化体系相融合,构建一种创新文化体系,它是整个文化体系为寻求一系列共同的社会经济目标,并将创新作为变革和发展关键动力的系统。开发区文化体系中包括大学和研究机构、企业、政府以及具有创新粘结功能的中介机构。这四个创新主体之间相互联系和合作,由此产生创造型协同作用,从而形成完整的开发区创新文化体系。开发区的创新文化体系使各种创新要素集中化,使创新主体角色转移顺利实现,为创新创业提供了最合适的生存与发展条件。

Innovation theory integrates the technological innovation with cultural system to build an innovation culture system, which aims to achieve the common social and economic objectives and uses innovation as the power for reform and development. Within the cultural system in development zones, there are colleges and research institutes, enterprises, governments and the intermediary agencies with innovation bonding. These four innovation parties achieve co-creation through interaction and cooperation so as to form the innovation culture in development zones. Such innovation culture can help to concentrate the various innovation factors, transform the role of innovation parties and provide the best environment for the existence and development of innovation enterprises.
