上海合作组织深化合作的新路径

The new path of further cooperation for Shanghai Cooperation Organization

当各经济体之间由于存在较大差异,在整个区域层面建立一体化组织较为困难时,次区域合作方式是一种现实的选择。上海合作组织要在经济合作上有所突破,比较现实的路径是在次区域层面上从局部开始突破,在有条件的局部临近区域率先进行经济合作与一体化安排,以此为突破口,最终以渐进的方式推动整个区域的合作。上海合作组织框架下的三个次区域经济合作区将共同推动上海合作组织的发展。

For Shanghai Cooperation Organization, to achieve a breakthrough in economic cooperation, a more realistic path is sub-regional economic cooperation. That is , take the lead in local economic cooperation and integration arrangements in the conditional local neighboring area, which will eventually boost the cooperation in the entire region gradually. Under the framework of Shanghai Cooperation Organization, the three sub-regional economic cooperation regions will jointly promote the development of the Shanghai Cooperation Organization.
