Process and Effects of Liberalization of U.S. Government Procurement

摘要 美国是最早将政府采购制度作为一种产业保护工具来使用的国家,同时也是二战后政府采购国际化和自由化的主要推动者。分析美国参与政府采购协议(GPA)谈判的过程、立场演变和在GPA中所做出的承诺及其动机,以及其加入GPA后政府采购市场的实际开放情况,对中国参与全球政府采购有借鉴价值。 the United States was the first country taking government procurement as an mctustrxal poncy tool while it initiated and promoted the post-war liberalization of global government procurement market. Reviews the process of liberalization of US public purchasing, focusing on the US participation in the negotiation of the Agreement on Government Procurement, the paper examines US liberalization commitments under the GPA and the consequent market access situation.
