摘要
阐述社会医疗救助制度是多层次医疗保障体系中不可缺少的重要组成部分,提出这一制度建设中应把握的基本原则、费用支付方式和需要解决的几个问题。
This paper described the social medical aid system is an important component in the multiple medical insurance system. It had proposed the basic principles, expenditure payment and need solved issues related with medical aid system.
