互补性权利义务下农民经济利益保障机制研究——以农产品质量安全为视角

Research of the Mechanism of the Economic Beneficial Guarantee for the Farmers under Mutual Right Obligation

三农问题的核心是农民利益,而农民利益的基础是经济利益。近期农产品质量安全事故频发的现实给农民经济利益造成了巨大损失,保障农产品质量安全中的农民经济利益有重要意义。根据权利义务互补性的要求,探索农产品质量安全中农民经济利益的保障方式,进而提出了农户自我预警机制,农产品安全生产补贴以及农产品质量安全保险和恢复生产基金等应急救济机制。

The essence of the issues concerning agriculture, countryside and farmers is farmers＇ benefit, the base of which is economic benefit. At present, the frequent occurrence of the accidents concerning quality safety of the agricultural products has resulted in heavy loss for the framers＇ economic benefit. Thus, to guarantee their economic benefit in the quality safety of the agricultural products is very significant. According to the requirement about mutuality of the fight obligation, it is necessary to probe into the mechanism of guaranteeing farmers＇ economic benefit in the quality safety of the agricultural products, to establish self-warning system, to issue farmer subsides about safe production of the products, to ensure quality safety of the agricultural products and to restore urgent relief mechanism.
