摘要
当今社会,人的因素日益成为影响劳动生产率的决定性因素。通过对人力资本概念及特点的明晰,着重论述在基本医疗服务社会供给过程中,如何调动医务人员积极性,充分发挥医务人员主观能动性对基本医疗服务的补偿作用,使其在优化基本医疗服务供给、确保新医改人人享有基本医疗卫生服务目标实现的进程中发挥更大效能。
Today's society, the human factor is increasingly becoming the decisive factor in labor productivity. Through clarity of human capital's concept and characteristics ,this paper addresses, in the process of social supplying basic health services, how to mobilize the enthusiasm of the medical staffs and full play the initiative of medical staffs' compensation function for basic medical services. In other words, it demonstrates how to use the compensation function to optimize the supply of basic medical services and to ensure the achievement of enjoying basic health service to all in line with the objective of the new health system reform.
