Under the market economy, the Input of Foreign Intellectual （IFI） includes the relation between supply and demand, trade relation and resources distribution. These elements, in turn, form a market-oriented IFI, which has changed the approach for international mobility of university stuff. It has also changed the values of IFI in universities. These values should stick to such principles as interest-motivated, win-win, free mobility and strategical-planned rules.
