第四次警务革命以警务文化的革新为主题。在社区警务建设过程中,传统文化的影响是一个不可回避的命题。社区警务建设的核心是一种社会文化氛围的构建。一百多年的近代警政史,一直未脱离中国固有的文化传统。现代性、创新性、人文关怀是中国特色社区警务的发展取向。

Just as the third policing revolution centered around modernization in weapons, so the fourth policing revolution focused on the renovation of policing culture. Through the elaboration of the significance of maintaining community culture atmosphere in the process of community policing construction, this article aims at illustrating that many factors of traditional culture are not only the inevitable issues in the process of community policing but also the usable resources. And the orientation of community policing with Chinese characteristics is further probed in this article.
