对资源型城市而言,经济转型势在必行.在转型期,城市发展既面临许多机遇,也将遭遇产业转型、结构重组和资源环境等多方面的压力和问题.本文根据耒阳城市发展的历史与现状,分析了资源型城市经济转型的必要性;提出了转型期城市规划建设的目标;探讨了转型期城市规划建设可持续发展的有效措施.

For resource -based city, it is period, there are a wide range of pressures imperative for economy to transit. In transition and problems like industrial transformation, reorganization and resource environment. In this paper, based on Leiyang history and current situation of urban development, the need for economic transition of resource - based cities was analyzed, a transition goal of Urban Planning and Construction was put forward, and effective measures of its sustainable development were discussed.
