摘要
济南市长清区自2006年开始实施农村供水工程以来,工程建设方案形式多样、管理运行的体制机制灵活,工程全部建成并投入运行。从长清区农村供水工程的运行管理看,由于农村供水工程自身的特点、性质和所服务的对象,决定了工程建设的复杂性,特别是农村供水工程的性质、工程权属如何界定,政府如何监管等深层次问题亟待研究解决,对农村供水工程如何建立适应市场经济要求的建管体制尚需进一步探索。
Water supply projects have constructed in rural areas of Changqing District in Jinan City since 2006. Various types of construction and management mode are employed. Now all projects are completed and put into operation. Restricted by the specific feature and service objectives of the water utilities in rural areas, the construction and operation of these facilities are rather complicated. Further studies is necessary for clarifying ownership of the utility, understanding how supervision be carried out by government and how the management system adapt to the needs of market economy.
