摘要
"思路"顾名思义就是公共项目绩效评估模型构建的逻辑框架或"路线图",是整个公共项目绩效评估模型设计的理论支持和技术指南。要构建出宏观、系统性的公共项目绩效评估模型,可以从公共项目工作的逻辑顺序、公共项目管理的职能范围、公共项目利益相关者的多维性、公共项目的价值取向等多个角度进行模型构建。
As the name implies, ＂perspective＂ is not only the logical framework or ＂rout chart＂ of designing the public project performance evaluation model, but also the theoretic support and technical guide for it. To design a macroscopic and systematic public project performance evaluation model, it should take into consideration the logical order of public project work, the scope of public project management＇ s functions, the multi- dimensions of the stakeholders of public project, and the values of public project.
