As a kind of planning under the backgrounds of special event, the post-quake reconstruction plan is quite different from many regular plans. By studying the characteristics of post-quake reconstruction plan this examines the methods, procedure, strategies of plan based on the example of Tongji town reconstruction plan. And it emphasizes that the catastrophic, policy-led, and urgent features should be considered in this kind of plan.
