The unbalanced quoted price concept and its main expression form were introduced,combined with tender submitting and inviting unit interdependence,the main reasons of generating unbalanced quoted price were analyzed,the consequence was discussed.Against to the unbalanced quoted price situation,the countermeasures and measures to avoid unbalanced quoted price of tender inviting unit were proposed,so as to balance both profit.
