宪政视野下的利益表达机制建设

On the Construction of Mechanism of Expression of Interest from the Perspective of Constitutionalism

在我国社会转型期间,建设一套比较完善的、能够容纳各种不同声音的利益表达机制,不仅可以有序地释放社会结构中的不稳定因素,而且可以凝聚社会智慧,推动社会发展。从宪政的角度来看,就是建立健全有利于各社会群体和利益集团公平地表达利益要求的宪政制度。制度建设的目标,一是形成多元、畅通的现代利益表达渠道体系,二是形成具有较高组织化、专业化水平的现代利益表达结构,推动传统表达结构向现代表达结构转变。

In the social transformation period, to construct a set of relatively perfect mechanism which can contain different voices can not only release uncertain factors in social structure orderly, but also gather social intelligence and propel social development. From the perspective of Constitutionalism, it means to con- struct and perfect a constitutionalist system which is beneficial to each social and interest group in order to express their interest justly. The aim of the construction is to form a multiple and smooth channel system and shape a highly organized and professional structure in order to propel traditional expression structure to transform into a modern one.
