论新型农村合作经济组织发展的困境与出路

On the Predicament and Solution of the Development of the New-type Rural Cooperative Economic Organization

发展新型农村合作经济组织是新形势下深化农村改革的战略选择。笔者认为新型农村合作经济组织是进行农民综合教育培训的最佳载体,是实现和维护农民利益的根本途径,是实现农业产业化、现代化的重要路径,是农民增收的长效机制之一。笔者通过分析其发展面临的思想困境、人才困境、法律困境和制度困境,指出了其进一步发展的重要基础、有效途径、必要条件和根本保障。

The development of the new-type rural cooperative economic organization is a strategic choice of deepening the rural reform under the new situation. According to this paper, the new-type rural cooperative economic organization is the best vehicle to make education and train farmers comprehensively, an important path to achieve industrialization and modernization of agriculture,and one of the long-term mechanisms to increase farmer＇s income. The author analyzes the predicaments of the ideologies, talent, legal and system in the current development of the new-type rural cooperative economic organization,and points out the important foundations and necessary requirements and essential safeguards for its further development.
