摘要
农村土地流转的实质是农村土地使用权的流转;加快土地流转有利于明晰土地的产权关系,有利于促进农业适用技术的推广应用,有利于推进农业机械化;为此必须创新观念,进一步巩固农户的承包权,完善农地流转的收益分配机制,完善农村社会保障机制。
