In this paper,designing method of collecting statistics and how to design and realise a statistical model on priorityadjacent layers are introduced.The database multilayer collecting problem is solved effcetively by using novel dynamic way and model. The software possesses generality and flexibllity,it can complete thoroughly data multilayer collecting statistics and outputing problems of the statistical and planning department of government,and enterprising and undertaking units.
