我国环境保护投资效率问题研究

A Study of Efficiency of China’s Environmental Protection Investment

随着我国经济的发展和人口的增长,城市化与工业化水平不断提高,环境问题日益突显,已成为制约我国经济持续、健康发展和人民生活水平提高的瓶颈。在此背景下,政府环境保护投资的力度不断加强,投资总量逐年增加,但从环境改善的情况看,环保投资治理效果与巨大的投资总量不成比例。总体上讲,我国环境保护投资效率低下。针对我国目前环保投资效率现状及环保工作存在的问题,在借鉴发达国家发展经验的基础上,我国可采取行政、经济、技术、法律等多种手段提升环境保护投资效率。

With the development of economy and the increasing population in China, the levels of urbanization and industrialization have been continually improving. However, the issue of environment is becoming more and more serious, which has bottlenecked the continuous and healthy development of China＇s economy and the improvement of the people＇s living standard. Under such background, the government is increasingly enhancing the environmental protection investment （EPI）, and the aggregate investment is increasing year after year. However, in view of the improvement of the environment, the efficiency of EPI is out of proportion to the enormous amount of investment. Generally speaking, the efficiency of EPI is quite low. Faced with the present situation of EPI efficiency and problems existing in environmental protection, and on the basis of learning from the experiences of the developed countries, China can improve the efficiency of EPI by administrative, economic, technological and legal means.
