自2003年提出科学发展观以来,全党全国上下在贯彻落实科学发展观中取得了重要成果,但也要清醒地看到,一些影响和制约我们科学发展的深层次问题还没有得到根本解决。推进科学发展,要求在总结近年来贯彻落实科学发展观所取得的成果的基础上,紧密结合当前形势,着力解决所存在的突出问题,努力把贯彻落实科学发展观提高到新水平。

But we must aware soberly that some deep-rooted questions which influence and restrict the implementing have not yet been fundamentally resolved. To promote scientific development, it is required to summary the achievements that has obtained with the implementing of The Scientific Development Concept in recent years, so we the current situation, try to solve the prominent questions which exist, all in all we must try our must unify best to improve the implementing of The Scientific Development Concept to a new level.
