内蒙古地区退牧还草工程的效益评价及问题探析

"退牧还草"工程是国家草原生态建设重大战略举措,对保护和改善草原生态环境,促进草原畜牧业可持续发展具有重大的意义。通过对工程实施过程各种资料信息的分析,对内蒙古退牧还草工程进行了生态、经济和社会效益评价,基本结论是:内蒙古退牧还草工程总体上效果明显,生态、经济和社会效益得到显著提高,但同时也存在政策措施不到位、配套政策和产业发展脱节等问题,影响了工程实施的效果,需要进一步改革创新。

Grazing ban works grassland eco-construction of the country a major strategic initiatives, to protect and improve the grassland ecological environment and promote sustainable development of grassland animal husbandry is of great significance. This article works through the implementation of the process of analysis of various information, evaluatate about the ecological, economic and social benefits. Basic conclusion is： the overall effect of grazing ban works obviously in Inner Mongolia, ecological, economic and social benefits have been significantly increased,but at the same time the existence of policies and measures not in place, supporting policies and industrial development issues such as out of touch,impact on the effectiveness of the project needs for further reform and innovation.
